The Constitution occupies the second position in the Tribe’s governing-document hierarchy, immediately after the Declaration of Existence and Self-Determination.

No draft, starter-kit language, or older compilation has been substituted for the final Constitution. This prevents an incomplete version from being published as the Tribe's supreme internal governing text.
